    In 2018, the East Central Florida Regional Planning Council adopted a resolution recommitting to regionalism and supported a program to convene stakeholders across the region to develop a structure and framework for a regional resilience collaborative.

    About the Collaborative

    In 2018, the East Central Florida Regional Planning Council adopted a resolution recommitting to regionalism and supported a program to convene stakeholders across the region to develop a structure and framework for a regional resilience collaborative.

    Three pillars were identified under the resilience umbrella; (people) Health + Equity, (places) Build Infrastructure + Natural Environment, and (prosperity) economic resilience. Woven throughout those pillars will be a reduction of the carbon footprint, risks and vulnerabilities utilizing emergency management, and increasing efforts toward sustainability, region wide.

    With that framework in mind, the steering committee drafted a Memorandum of Understanding that would formalize the Collaborative and identify partner local governments and agencies throughout our 8 county, 78 city region. The East Central Florida Regional Planning Council formalized the East Central Florida Regional Resilience Collaborative, ECFR2C, on May 15, 2019 and will begin to formalize partnerships with our local jurisdictions and agencies.     With Brevard continuing to have a high number of crashes, especially involving vulnerable road users, a new initiative is being developed to fundamentally change how everyone thinks about traffic safety. That initiative is Vision Zero, a goal of having zero fatalities and serious injuries on our roadways. The first step in reaching this goal is to develop a Vision Zero Action Plan.

    With Brevard continuing to have a high number of crashes, especially involving vulnerable road users, a new initiative is being developed to fundamentally change how everyone thinks about traffic safety. That initiative is Vision Zero, a goal of having zero fatalities and serious injuries on our roadways. The first step in reaching this goal is to develop a Vision Zero Action Plan.

    Vision Zero acknowledges that many factors contribute to safe mobility — including roadway design, speeds, behaviors, technology, and policies — and sets clear goals to achieve the shared goal of zero fatalities and severe injuries (Vision Zero Network).

    To put Brevard on the road to zero and to create the Action Plan, the SCTPO assembled a task force comprised of representatives from diverse backgrounds and made up from different agencies and citizens throughout the county. The task force held their first workshop on September 25, 2019 where they discussed the challenges and opportunities within Brevard County. There are four emphasis areas the task force is comprised of: Engineering, Education, Enforcement and Equity. Together, the members will help identify what tools and programs can be implemented and included in the Action Plan that gets Brevard headed towards zero deaths and serious injuries.     The Statewide Regional Evacuation Study (SRES) is a collaboration amongst federal, state, regional and local partners as well as the private sector. The 2021 SRES provides community planners and emergency managers with updated data to guide future land use planning and operationalize emergency preparedness and response plans. Panelists will discuss the updated technology and GIS modeling developed to derive new data in the SRES including updated storm surge zones and behavioral analysis. Implementation of the data and resulting policies as they relate to the Coastal High Hazards Area, adaptation action areas, and community resiliency planning will be shared.

    This action plan was developed over a multi-year step-by-step process starting in 2018 when the City was awarded a grant to develop its first ever Vulnerability Assessment. Funded by a grant from the Florida Department of Environmental Protection through their Florida Resilient Coastlines Program — a NOAA approved program — the assessment created in conjunction with the East Central Florida Regional Planning Council examines the impacts of sea-level rise and flooding in Cape Canaveral. The report employs several models developed by the U.S. Army Corps of Engineers and NOAA to project possible sea-level rise scenarios and the respective impacts on the City. Timeframes evaluated as part of the assessment include 2040, 2070 and 2100. The report also models future sea-level rise and its effect on storm surge.

    Stantec was hired by the county library system to conduct a comprehensive community wide assessment of existing library services, programs, and facilities, while also aiding in the development of the library’s first long range master plan. The process included all ten of the libraries within the system. With nearly four million in-person and online visitors to the library annually, a series of public workshops, on site observations, round table group discussions, one-on-one interviews, and a customized online survey distributed throughout Collier County were utilized in the visioning process to ensure extensive opportunity for community involvement. My role included review and analysis of survey data and working with the project manager to create the final summary report.

  • Pepper Ranch Preserve (Public Engagement) / Community Outreach and Public Participation

    Public meeting facilitation and report preparation. Worked alongside the project manager in setting up and conducting public engagement workshops to obtain public input. This information was then provided to Collier County Government in a report that formed the basis for a 5-year update to the Preserve Management Plan.

    Provided planning support for application and entitlement of rural lands for sufficiency response to the Rural lands Town Plan criteria documents. For a number of years, the City lacked a dedicated “center” or area where residents could gather for commerce, cultural, and leisurely activities. In 2018, the City Hall complex was completed after being a Council goal, and after numerous outreach sessions with the Community. With its centralized location, the complex is walkable and bikeable area comprised of…

    On March 6, the City of Cape Canaveral was awarded a U.S. Green Building Council (USGBC) Award for Most Successful Community Engagement. For a number of years, the City lacked a dedicated “center” or area where residents could gather for commerce, cultural, and leisurely activities. In 2018, the City Hall complex was completed after being a Council goal, and after numerous outreach sessions with the Community. With its centralized location, the complex is walkable and bikeable area comprised of several municipal buildings, Zagster bikshare, electric vehicle (EV) chargers, parks and pedestrian infrastructure that create a sense of place and offer public services. City Hall itself is LEED Silver equivalent and includes low impact development, design, construction, and energy use standards that aim to make the building more sustainable. The result is a complex that contains the new city hall building, adjacent plaza, Cape Canaveral Public Library, Brevard County Sheriff's Office, Rover’s Space (the City’s first ever dog park), a soon-to-be renovated cultural center (the old City Hall), and the City’s leisure services facilities which encompasses a series of tennis and racquetball courts, open grass areas, and a mural commemorating the City’s relationship to space exploration.
